This is a timeframe, typically from mid-October to early December, when people who are eligible for Medicare can enroll in, disenroll from or change their Medicare Advantage plan for the upcoming year.

The Centers for Medicare and Medicaid Services (CMS) rates the relative quality of the private plans that are offered to Medicare beneficiaries through the Medicare Advantage program. CMS rates Medicare Advantage plans on a one to five-star scale, the highest quality being five stars. This star rating provides an overall measure of the plan’s quality and is an indication of the quality of care, access to care, responsiveness, and beneficiary satisfaction provided by the Medicare Advantage plan. This means that the higher the star rating a plan receives, the more likely you are to receive the care you need, when and where you need it - and most of all, you are more likely to be satisfied with your plan.

On Friday, June 20, Secretary of State John Kerry released the 2014 Trafficking in Persons Report, which ranks 188 countries on their efforts to combat human trafficking, including the United States. This incredibly important diplomatic tool is compiled each year by the Office to Monitor and Combat Trafficking in Persons (TIP Office). Countries that fail to deal adequately with their human trafficking problem can be placed on “Tier 3” and face U.S. sanctions. To protect the integrity of this report from other political or diplomatic concerns, I believe the TIP Office should be upgraded to a State Department bureau, which can be done without any added cost or bureaucracy. The enduring crime of slavery is so monstrous — and sadly, so prevalent, with nearly 30 million slaves in the world today — that this office needs to be at the same stature as other State Department bureaus that address issues like arms control, the environment and narcotics.

Are you thinking of investing in municipal bonds? If so, you may have good reason, particularly if you are in one of the higher tax brackets. After all, municipal bond interest payments typically are exempt from federal income taxes, and possibly state and local income taxes, too — although some “munis” are subject to the alternative minimum tax. However, since not all municipal bonds are the same, you’ll want to know the differences — especially in terms of risk.
