Dear Editor: Incredulous... that was my reaction when I read an article in the paper a few months ago about a proposed ordinance allowing dogs to be unleashed in Phoenix parks. I was able to speak with the head ranger for the parks and was told that only professional dog trainers would be allowed to have unleashed dogs. Don't know whether this ordinance passed but unleashed dogs still abound in our local park (Desert Foothills); these are just individual dogs and their owners, not dogs in training classes. I had been assured by the ranger that extra rangers would be patrolling to ensure that owners would be cited for having unleashed dogs. Not only has nothing changed but my husband encountered five, yes five, unleashed dogs that approached him and our leashed dog. The owner finally approached (never made an effort to call his dogs) and took them away. When my husband mentioned the leash law, the guy said he received a license from PETCO after completing training. I called PETCO and there is no such license, nor does receiving American Kennel Club Canine Good Citizen Certificate allow this. There is a children's playground in this park and all it would take is an unleashed dog and a playful child to meet and there could be an accident waiting to happen. Hopefully, someday, there will be a dog park at Desert Foothills to allow these lawbreakers to run their dogs. In the meantime, the people who obey the laws are just out of luck I guess.
