New ordinance curbs solicitors in Surprise

Surprise’s new solicitation ordinance takes effect May 12 when all solicitors will be required to have a Surprise business license.

Passed April 12 by the City Council, solicitors will be allowed to place their advertisements — fliers, brochures, business cards — at the front door of a home. If materials are left on a driveway, garage door, or any place other than at the front door, solicitors will be subject to financial penalties.

Solicitors will be prohibited at any residence that displays a “No Solicitation” or “No Soliciting” sign at or near the home address numbers. 

Canvassers, those who attempt to make personal contact with an occupant of a residence for the purpose of attempting to discuss or fundraise for a political party, issue or candidate, religion, philosophy or ideology, are exempt from the solicitation ordinance.

Newspaper or editorial-based content is also exempt.

Reports of solicitation violations should be reported to the City of Surprise Code Enforcement Division at 623-222-3013 or codeenforcement@surpriseaz.gov. The phone number is staffed 7 a.m. to 6 p.m. Monday through Thursday.
