Surprise citizens chanted "No! No!" to a proposed rate increase requested by Arizona American Water during a protest at Surprise Stadium Tuesday night. The protest was organized by the Surprise City Council and was attended well by the Sun City Grand community, an intervener in the case being processed by the Arizona Coporation Comission.
