Officials tell ABC15, the owners of the 23 dogs that died at the Green Acre facility plan to file a civil lawsuit at the end of the month.

The Maricopa County Sheriff's Department is still investigating whether the pets' deaths warrant charges.

More than 20 dogs died after air conditioning at the East Valley facility was cut off when one of the animals allegedly chewed through a wire.
