Anti-DiCiccio group being investigated for campaign finance violations

The Arizona Attorney General’s Office is investigating a group known for attacking City Councilman Sal DiCiccio, saying there is reasonable cause to believe the group has violated campaign finance laws.

The group, Campaign for Better Neighborhoods Inc. (CBN), has been asked to send copies of all materials produced about a candidate for Phoenix City Council District 6, all expenditure records, a description of any materials produced, the names and addresses of all contributors, and copies or descriptions of any communications with candidates for the City Council District 6 or any agent of those candidate’s committees to the Attorney General’s Office by Aug. 22 or face civil penalties.

“Specifically, the Secretary found reasonable cause to believe that CBN failed to register as an independent expenditure organization or to file any notices of independent expenditures in excess of the statutory threshold listed in A.R.S. 16-914.02,” said a letter from the Attorney General’s Office to CBN.

The Attorney General’s Office is the third organization to find reasonable cause to investigate CBN. The original complaint was filed by DiCiccio’s campaign with the city of Phoenix Elections Department.

That department forwarded the complaint to the state’s top elections office. The Secretary of State concluded there was reasonable cause and sent the complaint on to the attorney general.

DiCiccio has taken hits from several groups during this election. Hundreds of thousands have been poured into the race in mailers and television ads.

DiCiccio is facing Independent Karlene Keogh Parks, who has been endorsed by Mayor Greg Stanton and police and fire unions.

Early ballots have already gone out. The election will take place on Aug. 27.
