On Thursday and Friday seven semi-finalists for Phoenix’s open police chief position began final interviews with the city.

Phoenix’s former safety manager, Jack Harris, vacated the position last April after being sidelined from his job and facing some criticism over kidnapping statistics.

The seven semi-finalists include:

• Robert Davis, former police chief, San Jose, Calif.

• Michael Dirden, executive assistant police chief, Houston, Texas

• Daniel Garcia, assistant police chief, Dallas, Texas

• Anne Kirkpatrick, former police chief, Spokane, Wash.

• Carlos Maldonado, police chief, Laredo, Texas

• Kevin Robinson, assistant police chief, Phoenix

• Joseph Yahner, acting police chief, Phoenix

The finalists will be interviewed by three panels of approximately 30 community and business leaders, as well as some city management. Phoenix City Manager David Cavazos will hold final interviews and make the final decision from recommendations from the committees.

In June of 2011 the City Council approved the 2011-12 budget that eliminated the position of safety manager, Harris’s old title, and approved the hiring of a search firm to conduct a national recruitment for a police chief. According to the city, “Selection processes for police chief generally include several components such as resume screening, multiple interview panels, and an assessment exercise.”

In September of 2011 Slavin Management Consultants (SMC) was hired to complete the national search. The company interviewed community leaders and stake holders, city management and the City Council to establish a profile. The semi-finalists were screened and chosen by SMC.

According to job requirements developed by the city, a qualified police chief will have at least 10 years of experience, a bachelor’s degree in a related field, and meet state law enforcement certification requirements.

The salary for the position, which could be filled by next month, is $131,225 to $206,569.
