City council votes in new redistricting map, substitute map to be reviewed by DOJ

With a 6-3 vote, the majority of council members supported Councilman DiCiccio’s proposed alternative redistricting map.

The substitute map will be sent to the Department of Justice for review and includes population changes, namely to districts 7 and 8, bringing up issues for the African-American and Latino communities that is a large part of the South Phoenix districts.

During the council meeting this week, Vice Mayor Michael Johnson, of District 8, said DiCiccio and fellow council member Michael Nowakowski, of District 7, worked “behind the scenes” on the proposed reconsideration.

Johnson said he was “disappointed” in Nowakowski and DiCiccio for supporting the new map that would separate the African-American communities of South Phoenix.

At the June 19 redistricting meeting, the initial map was supported by community and was ready to be sent to the DOJ for final review.

While most districts, including District 6 that covers Ahwatukee, will be unaffected by the changes, the issue lies with parts of South Phoenix and Laveen, and the minority communities that Nowakowski and Johnson represent.

Earlier in the redistricting process, Ahwatukee was in the line of spitfire when consultants proposed the community to be split by new district lines.

That motion to split Ahwatukee was struck down in June.

Council members needed to vote on a final map for the DOJ’s review by this month.
