The Alliance for Innovation has selected the city of Phoenix to receive an Award of Excellence for a sweeping organizational review that led to a leaner work force and more efficient delivery of services.

As part of the organizational review, the city set out to eliminate layers of supervision, streamline services, identify efficiencies and reduce the size of government.

The goals were achieved over a two-year period, resulting in a structurally balanced budget and the smallest city government in 40 years, as measured by employees per capita.

The Alliance, a nonprofit group that promotes excellence and innovation in local government, received more than 80 submissions for its second annual awards.

The winners will be honored April 10 at the 2013 Transforming Local Government Conference in Atlanta.
