(AP) - The Arizona Senate has approved legislation restricting minors' use of cell phones while driving.

The bill would ban cellphone use for drivers under the age of 18 that have been licensed for less than six months or those with a permit.

Those drivers would only be allowed to use a cellphone in the case of an emergency when stopping their car would cause a safety hazard.

The proposal would make cellphone use a secondary offense, which requires police to first stop drivers for another reason such as speeding.

Offenders would pay a fine ranging from $75 to $100 and face other penalties, depending on the number of violations.

The law would become effective in July 2013.

The bill now goes to the House.
