On Tuesday, Phoenix City Councilman Sal DiCiccio of Ahwatukee filed a request under Arizona's Open Records Act (ARS 39-121) he says to bring to light a budget document that the city manger so far has not released.
The food tax for pay raise issue has been hotly debated among council members, the public and mayoral candidates. DiCiccio has maintained that the public was purposely kept in the dark about the amount of pay raises until after the food tax and budget were approved.
He has made repeated requests, in public meetings and in writing, for the city manager to produce the first document that specifies those pay raise amounts.
The earliest notice of the $29.6 million in raises and bonuses so far discovered was April 21, 2010 - two-and-a-half months after food tax and a month-and-a-half after budget approval.
DiCiccio said he would give the city manager until Friday, June 24, to produce the record or he would consider it a denial, leading to possible other action.
