The Ahwatukee Foothills Village Planning Committee denied a recommendation to revise the zoning ordinance and limit where smoke shops could be located within the city on Monday night.

The ordinance was one of many voted on by the planning committee during September’s meeting. It was meant to ensure tobacco-related businesses may continue to operate but would “create provisions for the health of the city’s underage population,” according to the city staff report. The ordinance requires that cigar shops, hookah lounges, head shops and other retail businesses that primarily sell tobacco would not be located within 500 feet of a similar business or within 500 feet of a school, park or licensed daycare facility.

Members of the Village Planning Committee denied the text amendment unanimously, saying they didn’t want to restrict any type of business in the city of Phoenix. The committee voted to approve text amendment Z-TA-9-11, which would provide alternative zoning standards for hospital helistops, and Z-TA-11-12, which would define banquet halls and assembly halls and require owners and operators of them to obtain a use permit for their events.

The committee also made some changes to staff’s recommendations for multiple sections of the zoning ordinance regarding use and special permits.

All of the recommendations voted on were developed by the Text Amendment Advisory Committee with assistance from city of Phoenix staff.

So far there is nothing on the agenda for an October meeting.
